OV Access to Sam
(AHVLA's IT system)
Update - 1st November: AHVLA is due to roll out a new part of its Sam IT system that will enable OVs to submit TB test results electronically, replacing the current VeBus system and paper-based processes. For those OV practices who have signed up to use the system, the intention is to stagger the roll-out over a period of a few weeks. We anticipated that this would take place in late September and through into October, however this has been delayed by some unexpected IT issues.
It is important to us that the system we deliver to you will be the best it can be, and with this in mind, we have delayed the roll out of Sam to OVs whilst these issues are properly resolved.
We are currently testing the system with four OV practices. Once we are satisfied that the system is fully ready for service, we will write to you directly to notify you of your practice’s revised roll-out date.
In the meantime, if there are any changes to scheduled test information we will issue you a BT4 to inform you of the change. If your practice uses VeBus you can continue to use it normally.
Please be reminded that before using Sam all intended users must have completed the Government Gateway registration, as detailed in the Official Veterinarian section of our website.
When registering please ensure you make a note of your Government Gateway user ID (the 16 digit unique number). AHVLA is currently testing the new Sam IT system that will be rolled out to OV practices to electronically submit TB test results. Live testing has identified a number of system issues that need to be resolved prior to commencing a staggered roll-out to OV practices. The agency is working to fix these issues as quickly as possible and we apologise for the delay. OV practices will be written to directly in the next few weeks to confirm revised go-live dates. AHVLA remains committed to delivering a system that is of the highest quality possible from go-live.
Update - 31 October: OV Practices have been issued with details on how to access the training package on the NSG website. Some practices however have experienced issues with opening some or all of the e-learning modules. To ensure training can still be carried out, there is an alternative option to access the training package.

What is Sam?

How do I access Sam?
Sam can be accessed via the Government Gateway. If your OV practice has already registered with AHVLA to use the system see the registration and enrolment user guide (PDF 1.79MB) and then choose one of the following options:
- Register and enrol as an organisation for the AHVLA-ORG service
- Register and enrol as an agent for the AHVLA-AGT service
- Enrol as an organisation for the AHVLA- ORG service (I have a Government Gateway Organisation ID already)
- Enrol as an agent for the AHVLA-AGT service (I have a Government Gateway Agent ID already)
- Manage services on the Government Gateway
